The Ministry of Industry and Trade has just issued Document No. 8577/BCT-KHTC replying to Official Letter No. 8248/BKHĐT-QLKTTW dated November 16, 2022 of the Ministry of Planning and Investment on the review of the implementation of Resolution No. 02/NQ. -CP dated January 10, 2022 of the Government on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2022.

Accordingly, in order to continue promoting the reform of management and specialized inspection for exported and imported goods, the Ministry of Industry and Trade affirmed, reforming specialized management and specialized inspection activities to create Facilitation for businesses, especially import-export businesses, is one of the key tasks of the Ministry of Industry and Trade in recent years.

This activity is to implement the Government's direction in a series of Resolutions No. 19 (since 2016), Resolution No. 02/NQ-CP dated January 1, 2020 on continuing to perform key tasks and solutions. key to improving the business environment, enhancing national competitiveness in 2020 (Resolution No. 02/NQ-CP) and Resolution No. 68/NQ-CP dated May 12, 2020 promulgating the Program to reduce, Simplify regulations related to business activities in the period of 2020-2025.

Accordingly, the Ministry of Industry and Trade has issued Decision No. 2314/QD-BCT dated July 31, 2019 on promulgating a plan to reduce procedures and list of items (with HS code) for specialized inspection. industries under the management responsibility of the Ministry of Industry and Trade for the period of 2019 and orientation to 2021 and Decision No. 1325A/QD-BCT dated May 20, 2019 on the List of specialized inspection items and then Decision No. No. 1182/QD-BCT dated April 6, 2021, promulgating this List to replace the List attached to Decision No. 1325A/QD-BCT.

According to this Decision, the total number of HS codes (after reduction) managed by the Ministry of Industry and Trade is 445 8-digit HS codes and includes the following groups of items: List of specialized inspection items for product quality goods of group 2: 143 HS code 8 numbers; List of specialized inspection items for food safety: 236 8-digit HS codes and List of specialized tested items for energy efficiency: 66 8-digit HS codes.

Thus, up to this point, the Ministry of Industry and Trade has cut a total of 1446 HS codes/1891 HS codes (phase 1 of 2019: 1051 HS codes have been cut; Phase 2: remaining 445 HS codes have been cut). , accounting for 76.5% of the number of specialized inspection items under the responsibility of the Ministry of Industry and Trade since the time the Government issued Resolution 19 and Resolution 02 and has always been the leading ministry in this work.

Through the report of the Vietnam Chamber of Commerce and Industry (VCCI), the General Department of Customs - Ministry of Finance in collaboration with the United States Agency for International Development Assistance - USAid published on July 15, 2021, the Ministry of Industry and Trade is the first ministry (accounting for 41.6%) in terms of the percentage of enterprises that have the highest advantages when complying with procedures in the field of product and goods quality management.
