However, the target of exporting agricultural products for the whole year of about $44 billion in 2021 as planned is a huge challenge if the epidemic continues to develop complicatedly.

This morning (September 13), the Government held a nationwide online conference to promote the circulation and consumption of agricultural products in the context of the prevention and control of the Covid-19 epidemic, under the chairmanship of comrade Le Van Thanh, Commissioner Member of the Party Central Committee, Deputy Prime Minister.
At the conference, the Ministry of Agriculture and Rural Development (MARD) said that the export turnover of agricultural products has achieved a good growth rate in the first 6 months of 2021. However, starting from July due to the disease epidemic. Covid-19 broke out strongly in many localities, especially the southern key agricultural provinces, so the application of measures to prevent and control the epidemic has negatively affected production, harvesting, processing. Consumption and export of many agricultural products showed signs of a sharp decline.
According to the Ministry of Agriculture and Rural Development, exporting agricultural products in the last months of the year will face many difficulties. In particular, the shortage of empty containers and the increase in freight rates have affected the export progress to the US, EU, Northeast Asia as well as the import of raw materials (aquaculture, cashew, wood) for processing. export.
Along with that, interest costs, transportation costs, and port fees are still high, reducing the competitiveness of exported goods.
The risk of shortage of raw materials for processing and export has begun, the processing factories lack labor, the costs incurred are high when implementing "3 on the spot", the processing capacity is only 30 on average. -40%, many businesses have to close due to not ensuring the conditions for epidemic prevention and control.
For the Chinese market, Vietnam has done a good job of negotiating to cut import taxes under the ASEAN-China Free Trade Agreement, but many key and advantageous agricultural products have not been approved by China yet. The country will officially license and open the market for technology (durian, sweet potato, passion fruit, custard apple, pomelo, bird's nest, salted jellyfish, black tiger shrimp, frozen white shrimp) to take advantage of these incentives.
Meanwhile, exporters of agricultural and aquatic products still maintain the habit of seasonal and fragmented trade through the form of "exchange of border residents", which in the long run is not suitable for the change of decision. paralysis of China.
Facing the increasing technical barriers on standards, quarantine, food hygiene and safety of countries in general and China in particular, in order to develop sustainable exports, localities need to reorganize production. to ensure the source of goods with high quality and added value, especially the work of traceability, control of food safety and hygiene, and quarantine.
Another difficulty is that currently, the warehouse system at the border gate with China has not met the demand for circulation of import and export goods. The equipment for lifting, lowering, loading and unloading goods is lacking, especially the handling of bulk cargoes mainly by manual means, which significantly affects the import and export activities of goods; The railway international border gate cannot promote its advantages due to the difference in track gauge.
In addition, China has strengthened strict control over the land border border gate area to prevent and control the Covid-19 epidemic, affecting the progress of Vietnam's goods clearance to this market.
To complete the plan for agricultural, forestry and fishery production in the context of complicated developments of the Covid-19 epidemic; to proactively ensure the supply of food and foodstuffs for domestic consumption and export in the last months of the year, the Ministry of Agriculture and Rural Development proposes to the Government to consider reducing corporate income tax; reduce import tax on raw materials for animal and aquaculture feeds and input materials; environmental protection tax reduction.
At the same time, build a mechanism to open up social activities for people who have been vaccinated with 1 dose and 2 doses of vaccine in provinces and cities to have workers to maintain production, circulation and consumption of goods. agricultural.
In addition, there are strong policies to encourage and support businesses and establishments purchasing and processing agricultural products to associate with concentrated cooperatives and raw material areas to promote processing and deep processing. .
The Ministry of Agriculture and Rural Development also asked the Ministry of Industry and Trade to coordinate in renewing information work and diversifying export promotion of agricultural, forestry and fishery products through e-commerce trading floors for key export markets. (USA, EU, Asean, Northeast Asia). Effectively handle the shortage of empty containers for export to other markets
