However, according to the recommendation from the Trade Remedies Department (Ministry of Industry and Trade), if businesses catch it promptly and proactively respond, it will no longer be a big barrier for Vietnamese exports.
Sharing more about this issue, Ms. Pham Chau Giang - Deputy Director of the Trade Remedies Department (Ministry of Industry and Trade) said: Trade remedy is a tool allowed by World Trade Organization (WTO) members. members use for the purpose of protecting the domestic industry against acts of competition that are considered unfair of imported goods or in the case of a sharp increase in imported goods, affecting the domestic industry.
Therefore, along with the development of global trade, trade remedy measures are frequently used by countries around the world, especially economies with larger exports, the easier it is to become a target. of trade remedies.
Statistics from the Ministry of Industry and Trade show that by the end of 2021, Vietnam's export goods have had 209 cases of investigation on trade remedies. Moreover, Vietnamese export goods subject to investigation for application of trade remedies are very diverse, from agricultural products to metals such as steel, aluminum, footwear, yarn...
In the opposite direction, Vietnam has also initiated 25 cases with imported goods, in which mainly steel products, agricultural products, sugar, monosodium glutamate, chemicals, fertilizers...
This shows that, although Vietnam has integrated for more than 20 years, the implementation of trade remedies is still limited because Vietnam has only deeply reduced taxes within the last 5 years.
According to Ms. Pham Chau Giang, compared with the world, Vietnam's experience in trade remedy is still relatively limited because most of the trade remedy investigation lawsuits against export goods have only appeared in the past 10 years. this.

As for the business community, 20 years ago, for the first time, Vietnam's exported rice was investigated by Colombia for trade remedies, so the perception of businesses has changed quite positively.
Especially, recently, with the integration process of the economy, the cases of trade remedy investigation with Vietnamese exports have increased and businesses have also started to get used to this problem.
Over the past time, the Ministry of Industry and Trade has promoted early warning activities on trade remedies; In which, the core is to build a database system on exported goods to report cases of trade remedy investigation from abroad as well as data of goods imported into Vietnam.
In addition, the Ministry of Industry and Trade has also built a foundation industry database to provide regular information to enterprises in the industry on trade remedies.
In addition, advising businesses and industries in which cases should develop a dossier to apply trade remedies to protect the domestic industry.
It can be affirmed that early warning about the risks of trade remedy lawsuits is an important factor in successfully responding to cases of investigation from abroad.

To help businesses and industries respond promptly and effectively to trade remedies, the Ministry of Industry and Trade will continue to expand the warning system to many markets and categories.
The reality is that the challenge for Vietnam's exports in the coming time will be great when the global economy continues to face difficulties due to the epidemic, and the protectionist trend increases.
Import-export turnover is forecasted to grow because Vietnam is participating in many free trade agreements, although this means that it may lead to more trade remedies with exports.
Therefore, the Ministry of Industry and Trade will strengthen the implementation of measures to ensure strict management of origin fraud, improve the capacity to prevent trade remedy lawsuits...
Accordingly, the Ministry of Industry and Trade continues to improve the legal framework to protect the manufacturing industry; use trade remedy tools flexibly, in accordance with WTO regulations; strengthen capacity building on trade remedies for management agencies.
On the other hand, the Ministry of Industry and Trade also implements training programs on trade remedies for enterprises and manufacturing industries; in which focus on coordinating with associations to develop specialized training programs suitable to strategic markets.
In particular, the Ministry will promote dialogue activities with countries that have many cases of investigation, thereby creating favorable conditions for businesses, even though there are cases, but do not affect Vietnam's exports. .
